Illinois TIF annual report Excel workbook, sheet by sheet
The Illinois Comptroller publishes the annual TIF report as an Excel template, FY2026_TIFSEC1_8.xlsx, with eight sections on eleven sheets. This page walks through what each sheet asks for, so you can gather the records before you open the file. It sits beside the annual report guide and the checklist. Last checked October 20, 2026.
The sheets
| Section 1 | Municipality, county, fiscal year end, the TIF administrator's contact details, and a table of every redevelopment project area with its designation date and, where it applies, its termination date. The TIF name is required; the instructions say a blank name results in rejection. The administrator signs before upload. |
|---|---|
| Section 2 | The compliance checklist. A Yes or No for each lettered attachment, A to O. A Yes means the attachment must be included. Attachments B and C are always required. |
| Section 3.1 | Revenue into the special tax allocation fund, by source, for the year and cumulative. It should match the audit. Cumulative is the prior total plus the current year. |
| Section 3.2 A | Itemized expenditures under the 18 statutory cost categories, with a subtotal per category and a grand total that feeds Section 3.1. |
| Section 3.2 B | Vendors paid more than $10,000 from the fund. |
| Section 3.3 | Debt obligations and project costs still to be paid, which affects whether an ending balance reads as surplus. |
| Section 4 | Property the municipality acquired with TIF money. |
| Section 5 | Projects, the private and public investment for each, and the resulting ratio. |
| Section 6 | Jobs and investment by project for the fiscal year. |
| Section 7 | The district boundary: a description, or a legal description and map marked as enclosed. |
| Section 8 | Equalized assessed value and the overlapping taxing districts. |
Things that catch people out
- One file per district. The instructions ask for a separate report for each district, with the district in the file name.
- Sheets are protected. You type into the unlocked input cells; totals and percentages are formulas. If a total looks wrong, fix the input it comes from.
- Upload is a PDF. The portal asks for your TIF report as a PDF file. The workbook is how you build it, and the signed pages are what you upload.
- Dates matter first. Answer the portal's preliminary questions (audit date, joint review board meeting, whether the district has terminated) before you upload. See the due date calculator and late fines.
- Fixing a filed report means asking the Comptroller for permission to resubmit a full report, with changed pages marked "Amended" and re-signed.
Fill the workbook from your own records
TIF Nexus can fill the money sections of the Comptroller's workbook from the revenue and cost records you keep, check the totals against each other, and list what it left blank for you. Your municipality still reviews, signs and files it. TIF Nexus does not file for you.
